  17. <p>Mexico's top law enforcer gets tough on drug trafficking
  18. </p>
  19. <p>     When human-rights champion Jorge Carpizo MacGregor took over
  20. as Mexico's Attorney General early this year, he vowed to crack
  21. down on drug traffickers and the corrupt government officials
  22. who collaborate with them. Few citizens expected much action.
  23. But Mexican police have already killed two drug lords, Rafael
  24. Aguilar Guajardo and Emilio Quintero Payan, the alleged leader
  25. of the Guadalajara cartel. Carpizo's agents have captured more
  26. than 15 tons of cocaine, one-third more than in all of 1992. In
  27. one bust, police found 7.2 tons of cocaine hidden in 8,000 cans
  28. of jalapeno peppers.

  30. <p>     Carpizo still has his work cut out for him. When Quintero
  31. died, he was carrying a false drug-agent credential, and two of
  32. his top aides captured at the time claimed they were protected
  33. by a senior federal police commander who works in Carpizo's
  34. office.
